HISTORY. During the early 1970’s law enforcement agencies across the country were looking for ways to hold youth accountable for their actions without sending them through the juvenile system or labeling them as “delinquents.”. As a result, the concept of Youth Service Bureau was born.

General Assessment and Other Services - Youth Service Bureau
General assessments and other diversion services are open to participants who are high school students or are under the age of 18. A referral is not needed to participate in these services, but you must first schedule an appointment with a Youth Diversion Specialist.
