I've played games like witcher 3, AC origins, and farcry 5 all in ultra settings and 1440p without having any fps issues at all, but with fallout 4 pretty much no matter what settings I put, the fps just sucks.

Adding RAM would be a good suggestion. If you're stuttering and RAM is only around 50% usage, adding more isn't likely to resolve the issue.

Most probably the GPU is using more than 40% but OP notices the low fps and then sees that it's gpu is at 40%. His cpu is one of the lowest performance wise and the mere 4cores are restricting gaming experience.
