You would first add ceramic coated decking screws to the planks for extra holding power and to reduce squeaks. 1/2 underlayment rated subfloor will work over the 1 X 6's. It needs to be nailed or stapled every 4" on the edges and from 6 to 8" in the field.

I had vinyl put in on top of my existing stairs, and the previous floor had quite a rounded lip on each step. With weight and use, the vinyl edge ob 2 steps has cracked (pic). I need to glue that and so ask what glue to use to glue that crack.

Lay a level or straight edge across the area that has the dip and let us know the distance across the dip. If it is a relatively short distance the dip may transfer through vinyl. If it is a long gradual dip it may not be noticed.

Unless the floor sees no foot traffic at all.
